Proxys
Here is a list of proxy servers which you can use (perhaps with lwp or net::socks to include in your network reachability tests.
If you've never used proxy servers in code before be sure to take a look at perl proxy. If you're stuck behind a port 80 firewall, why not take a look at SSH through a proxy.
Its worth noting that although most of the proxies below place the connecting IP address into the headers which are sent to the remote server, if you're using the CONNECT method then the details will probably be omitted and your anonymity will be preserved.
With the above in mind, reading the page on proxychains or tsocks might also be of use.
This list below is for SOCKS proxies, these provide a tunnel like connection for communication between defined endpoints.
SOCKS proxies are often called Super Shadow Proxies.
In the past this page has been hit very frequently for updates. You can either get the RSS feed of changes and update based on that, or simply realise that this page is never going to change more than every eight hours, if you hit this too often you will just be wasting resources.
